Hoarders

If a small group of our fellow citizens hoarded most of the nation’s food during a famine, would that be immoral, amoral, or moral? Would it make a difference if they were very innovative and hard-working in doing so?

If a small group of our fellow citizens hoarded most of the nation’s water during a drought, would that be immoral, amoral, or moral? Would it make a difference if they were very innovative and hard-working in doing so?

If a small group of our fellow citizens hoarded most of the nation’s private wealth during a fiscal crisis, would that be immoral, amoral, or moral? Would it make a difference if they were very innovative and hard-working in doing so?

Is there any significant difference between hoarding food, water, or wealth when the lack of distribution of any of these causes great hardship among the rest of society? Is there any reason why a government deliberately constituted to promote the general welfare would not enforce the necessary distribution?
